HRIS Systems Manager

The Opportunity
The HRIS Systems Manager leads the management, development, and optimization of our HR and payroll systems. This role will ensure that all HRIS and payroll systems operate efficiently, are aligned with organizational goals, and support HR and payroll functions by driving system enhancements, ensuring data integrity, and supporting timely and accurate payroll processing. The HRIS Systems Manager will act as the primary liaison between IT/S, HR, Finance, and external vendors, ensuring seamless system functionality. Confidentiality of information and compliance with FOIP and payroll related regulations. The HRIS Manager will work closely with the ERP Finance support members to provide integrated support, enhancements, process improvements and ERP upgrades for the organization.
Roles and Responsibilities
Reporting to the Director, Information Technologies and Services, below are some key accountabilities:

HRIS & Payroll System Management: Oversee the day-to-day operations of HRIS and payroll systems (ERP, time tracking, job postings), ensuring their alignment with organizational goals and compliance with payroll laws and regulations.
System Optimization & Maintenance: Leads system upgrades, enhancements, and ongoing maintenance of HRIS and payroll systems. Continuously evaluate system performance and implement improvements to streamline workflows, improve data integrity, and enhance user experience.
Payroll Processing: Support payroll processing, ensuring accurate and timely payment to employees in compliance with all legal and organizational requirements. Collaborate with the Finance team to ensure proper payroll tax filings and other related duties, while ensuring confidentiality of individual data. Work with payroll team to maintain procedures and documentation.
Data Integrity & Security: Ensure the accuracy and security of employee data within HRIS and payroll systems, conducting regular audits to maintain data integrity.
Reporting: Develop and support HR reporting and dashboards. Generate and analyze HR and payroll reports to support strategic decision-making, such as labor costs, benefits analysis, and workforce metrics. They will also provide timely data for grant or external reporting deadlines (e.g., FIRS report, US tax return, WCB annual reporting, etc.).
Stakeholder Collaboration: Serve as the key point of contact between IT/S, HR, Finance, and external vendors to resolve any system-related issues and ensure smooth integration of payroll and HR processes. Gather requirements from stakeholders and translate them into system configurations and processes that meet business needs.
Project Management: Lead HRIS and payroll-related projects, such as system implementations, upgrades, and migrations. Ensure projects are completed on time, within budget, and meet the required specifications.
Training & Support: Provide training to HR and payroll staff on system functionalities and updates. Develop documentation and user guides to facilitate the effective use of HRIS and payroll systems across the organization. Provide Cross-training on HRIS systems to members of IT/S.
Compliance & Regulatory Updates: Ensure that HRIS and payroll systems comply with relevant labor laws, tax regulations, and industry standards. Stay updated on regulatory changes that may impact payroll and HRIS processes.
Vendor & Contract Management: Manage relationships with system vendors and service providers. Oversee contracts and service agreements to ensure the organization receives the necessary support and services.
Qualifications and Educational Requirements
Bachelor’s degree in Human Resources, Information Technology, Business Administration, or a related field.
Minimum of 5-7 years of experience managing HRIS and payroll systems, with at least 3 years in a leadership role.
Strong experience with Canadian payroll processing and HRIS platforms (preferably Tier 1 systems such as Workday, SAP, Oracle, etc.).
Proven track record in leading system implementations, upgrades, or migrations.
Deep understanding of payroll laws, tax regulations, and compliance requirements.
Strong leadership and project management skills, with the ability to manage multiple priorities.
Proficiency in HRIS and payroll system configuration, customization.
experience designing and delivering HR and payroll reports and dashboards.
Excellent problem-solving and analytical skills with a focus on data integrity.
Strong interpersonal and communication skills, with the ability to collaborate across departments.
Experience with vendor management and contract negotiation.
Preferred Qualifications:

Certification in HRIS, Payroll, or Project Management (such as PMP, CPP, or SHRM-CP).
Experience with cloud-based HRIS and payroll solutions.
Knowledge of data privacy regulations and security standards.
Employment Terms and Benefits
In accordance with the terms of employment governing Management/PSP employees, this is a salaried, fulltime position, subject to a 6-month probationary period.
The salary range for this position is $67,367 - $100,039 based on experience.
The successful candidate will enjoy twenty paid vacation days and four personal days annually, extended medical and dental benefits, and participation in an employer-matched pension plan.
