Director, Employee Relations and Compensation

The Opportunity
The Director of Employee Relations and Compensation is responsible for providing consultation and advice to supervisors, managers, and directors on matters related to employee relations and compensation. Key responsibilities include overseeing employee/labor relations, performance management, job evaluation, salary administration, and the development and interpretation of policies and related activities and projects.

The Director of Employee Relations and Compensation ensures that these services align with the organization’s long-term strategic plan, relevant labor, employment, and compensation laws, and the desired culture both within the division and across the organization. The Director of Employee Relations and Compensation collaborates closely with colleagues to support talent management initiatives and represents the department on assigned projects and committees.


Roles and Responsibilities
Reporting to Vice President, Talent Management and Culture, below are some key accountabilities:

Employee Relations and Labour Relations:

Manages organizational relationships with directors, managers, staff and CUPE 4318 representatives by providing legislative, contractual, policy and best practices. They provide consultation and recommend solutions for all aspects of Human resources management and ensure compliance with the collective agreement.
Completes research, analysis and solution focused recommendations in support of the Banff Centre’s strategic plan, relating to all aspects of human resource management and as assigned by the Vice President, Talent Management and Culture.
Supports directors and managers in managing employee performance, alternatives for corrective action and ensures compliance with the progressive discipline process.
Responds to grievances filed by the union including preparing the manager and/or supervisor, facilitating the grievance meeting, maintaining minutes of the meeting and preparing correspondence on behalf of the supervisor.
Primary resource for the interpretation of Alberta Employment Standards and other relevant human resources legislation which governs terms and conditions of employment for support staff which are not defined in the collective agreement.
Assists the Vice President, Talent Management and Culture in negotiating the terms and conditions of employment with the support staff union, which encompasses the collective agreement and any salary settlements.
Ensures compliance with the Terms and Conditions of Employment for the Management/PSP employment category up to and including terminations.
Workplace Investigations and Conflict Resolution

Complete workplace investigations including those that fall under the Human Resources policies, Participant / Faculty Code of Conduct and Gender Based and Sexual Violence Policy and Procedures, Violence and Harassment Policy and Procedure. This will involve completing fact finding interviews, documenting findings, completing the investigation report and proposing recommendations for corrective action and workplace restoration.
Responsible for providing conflict resolution support for all employees, faculty and participants including supporting and providing conflict mediation sessions.
Job Descriptions and Job Evaluations

Responsible for overseeing all Management / PSP and Union job descriptions by providing advice on the creation, editing and updating of all job descriptions.
Responsible for overseeing the preparation of all required documentation for the re-evaluation of existing support staff positions or the evaluation of newly created support staff positions. The Director, Employee Relations and Compensation up-dates all job evaluation files accordingly and ensure the necessary follow through after the evaluation is completed.
Provides advice to department managers in assessing the need for re-evaluating a support staff position and in the writing of job descriptions.
Is a member of the joint management/union job evaluation committee and must fully understand new position requirements and explain them to the committee. The committee evaluates all submitted positions, and the Director, Employee Relations and Compensation is responsible for documenting and communicating the committee's decisions to the HR team, managers, and employees (if applicable).
Total Compensation Administration:

Responsible for recommending the design and then managing the implementation of a Total Compensation program. This involves providing supervision to a Manager, Pay, Pension and Benefits ensuring a positive collaborative team approach and compliance with regulatory legislation, policies and procedures of 3rd party carriers.
Responsibilities include compensation surveys, developing the survey material as required, and ensuring accurate job matches. The Director, Employee Relations and Compensation gathers and analyses survey results, then shares the findings and any compensation recommendations with the Vice President, Talent Management and Culture and relevant department managers.
Ensures that any salary policy exceptions follow the collective agreement, Management/PSP Terms and Conditions, and relevant pay and benefits regulations. They also make sure departments get the necessary approvals for exceptions.
Following any decision for salary administration changes, the Director, Employee Relations and Compensation coordinates the implementation of the changes.
Completes any pension and benefits analysis and participates in the annual benefit renewals with the external service provider and ensures the implementation of any changes.
Responsible for reviewing and approving the payroll journal, HR requests, and pay variances for each bi-monthly payroll.
Inclusion, Diversity, Equity and Access

Support the development and implementation of strategies to promote inclusion, diversity, equity, and access across Banff Centre
Support team members participating in training session to educate on unconscious bias, cultural competency, and other diversity-related development processes.
Support assessments of workplace accessibility for employees, participants and guests with disabilities and work with Talent Management and Culture to determine and implement improvements as required.
Ensure work environment is welcoming and progressive for members of diverse and Indigenous Communities.
Implement and monitor Truth and Reconciliation Calls to Actions where appropriate.
Qualifications and Educational Requirements
Bachelor Degree in Business Administration, majoring in Human Resources/labour relations or related education.
10 years of experience in administration of a collective agreement, human resource policies and/training of human resource policies, and knowledgeable of revenue Canada and pension and benefits legislation.

Employment Terms and Benefits
In accordance with the terms of employment governing Management/PSP employees, this is a salaried, fulltime position, subject to a 6-month probationary period.
The salary range for this position is $98,947 - $146,940 based on experience.
The successful candidate will enjoy twenty paid vacation days and four personal days annually, extended medical and dental benefits, and participation in an employer-matched pension plan.
