Associate Director, Physical Facilities

The Opportunity
The Physical Facilities Department is responsible for operationalizing and managing the planning, maintenance and development of the Banff Centre's infrastructure. Along with the Director, Physical Facilities the Associate Director acts as custodian of the institution's physical assets and property. This includes being one of two primary authorities in the management of facilities and property. In addition, the Associate Director is responsible for the timely and efficient delivery of services to a broad and diverse customer base. This customer base includes employees, faculty, guests, visiting artists and the community at large.

Roles and Responsibilities
Reporting to Director, Physical Facilities and indirectly to the Vice President, Hospitality Conferences and Physical Facilities, below are some key accountabilities:

Plans, organizes and directs maintenance, renovations and minor construction projects relating to all building systems, including architectural, electrical, mechanical and building envelope and site distribution systems, including domestic water, electricity, natural gas, storm and sanitary sewers.
Under the direction of the Director, confirms project requirements, determines design and construction resources, coordinates work schedules and ensures the timely and efficient completion of projects within budget.
Applies a maintenance plan that results in the buildings and facilities meeting a very high maintenance standard and being completely usable by the artists, guests, participants and staff for whom the building and facilities are intended.
Assists in creating and operating long term capital planning including efficient and professional tendering, cost effective estimating and timely project management.
Once capital projects have been approved, the Associate Director assists in the professional tendering process, sound architectural/engineering planning, and all municipal and provincial approval steps.
With the assistance of the Director, coordinates and supervises contracts of subcontractors, suppliers, and vendors to ensure high standards are met for product and work quality of all projects. This includes the design, tender and construction phases.
Ensures all third-party trades are qualified and in good standing with Workers Compensation Board of Alberta.
Chairs project startup meetings with the applicable contractors and establishes a schedule for ongoing project meetings. Ensures that all contractors are briefed on Banff Centre’s Health & Safety and Environmental policies and enforces them as necessary. Monitors work quality and performance by in-house staff and contractors.
Conducts maintenance inspections for building and site distribution systems and recommends upgrades and maintenance projects for these systems.
Responsible for coordinating major shutdowns of utilities distribution systems, such as electrical and natural gas, including repairs to these systems. Liaises with and coordinates the work and participation of the appropriate utility transmission companies (Fortis & ACTO).
Creates and sustains an annual service plan and preventative maintenance schedule for all Banff Centre facilities and grounds.
Assists the Director in managing Banff Centre’s fleet of vehicles for optimum utilization and cost-effectiveness. This includes ensuring an adequate booking/billing system is in place and that the vehicles are operationally sound and clean.
Assists in ensuring Banff Centre’s housing meets the needs of the employees and long term residents by actively partnering with the Director, Staff Housing
Ensures all Physical Facilities workplaces are safe, and all work practices comply with appropriate standards including the collective agreement provisions.
Assists in the on-going operation of Banff Centre’s Environmental Management System.
Assists in on-going liaising efforts with Parks Canada and the Town of Banff.
Responds to all emergencies in an appropriate manner and in accordance with the Banff Centre’s Crisis Management Plans.
Acts as the senior technical advisor for the department and assists in establishing trade standards and determines qualifications and staffing levels for trade personnel.
Finance and Administration Management

Assists the Director in preparing the annual operating budget and in managing this budget throughout the year, providing periodic forecasts, as required. Assists in determining future funding requirements for maintenance and renovation/construction projects to be funded under the capital program, by analyzing requirements and estimating the magnitude of capital expenditures required over a three-to-five-year period. This includes collating, on an annual basis, the Centre's capital requirements, coordinating the proposed scopes of work for each project, compiling cost estimates for the various projects, coordinating the prioritization process for the projects, and recommending the maintenance and capital project programs for each of the next three years.
Responsible for preparing the appropriate Authorization for Expenditure and Purchase Orders for projects and receives, verifies and authorizes payment of all invoices against the project. Reconciles the budget upon completion of the project.
Assists the Director in providing budget and financial management support and training to the managers to achieve their specific plans in line with the strategic plan for Banff Centre.
Provides oversight of financial tasks and responsibilities of the Managers.

Ensures a positive and safe work environment for all Banff employees, aligned with Banff Centre’s policies including but not limited to code of ethics, anti-harassment policies, contractual obligations, and strategic directions.
Maintains effective working relationships with team members, internal partners, participants, the union and other stakeholders.
Works closely with the Human Resources Team in all aspects of human resource management including hiring, training, payroll, discipline (up to and including termination) and formal performance reviews, to ensure policies, procedures, contractual, legislative, and work culture expectations are met.
Consistently demonstrates a sound knowledge of the collective agreement and ensures compliance.
Cross-Functional Collaboration

Fosters collaboration between different departments where appropriate to ensure smooth communication and efficient workflows, ultimately leading to improved overall team performance.
Proactively navigates conflict between team members to a positive resolution where all individuals are respected (supported by Human Resources as required).
Contributes to the overall success of Banff Centre by participating in internal committees as required and interprets the impact of decisions and policies from these groups to the management team.

Designs, implements and monitors Truth and Reconciliation Calls to Actions where appropriate.
Qualifications and Educational Requirements
A university degree or college diploma in engineering, construction management or in a discipline related to facility operation and maintenance, journeyman trade certificates also an asset
Minimum 7+ years' experience in a similar role
Project leader with a history of successful projects
Experience managing a facilities of mixed age and multi-use, from technically sophisticated to simple facilities
Financial management and planning experience
Experience in a non-profit environment would be an asset
Must possess exceptional interpersonal skills
Superior leader of teams, with advanced communication and team management skills
Creative and innovative
Experience negotiating and managing third party vendors/contractors
Strong track record of demonstrated management experience and skills used to foster motivation, respect, collaboration, partnerships, and performance.
Effective interpersonal skills used to build relationships, work cooperatively, and interact with a range of stakeholders
Excellent written and verbal communication skills.
Strong organizational skills used to effectively manage an environment with competing demands and expectations
Previous work in a unionized environment an asset

In accordance with the terms of employment governing Management/PSP employees, this is a salaried, fulltime position, subject to a 6-month probationary period.
The annual salary range for this position is $80,838 - $120,050 based on experience.
